ROE Social Emotional Learning Professional Development
Illinois became a nationwide leader in addressing children’s mental health when it enacted the Illinois
Children’s Mental Health Act of 2003, which created the Illinois Children’s Mental Health Partnership(ICMHP) and charged it with developing a statewide strategic plan to reform the Illinois children’s mental health system. The Act also required that ISBE develop Social Emotional Learning Standards as part of the Illinois Learning Standards. ICMHP worked with ISBE to develop the SEL Standards and developed a comprehensive strategic plan for building a children’s mental health system in Illinois that addresses mental health promotion, prevention and early intervention for children age 0-18. Social and Emotional Learning is critical for children’s academic and life success. SEL is the process through which children and adults develop emotional and social skills to handle themselves, their relationships and their tasks, effectively and ethically”(CASEL, 2006). The five social emotional learning competencies are self-awareness; self-management; social-awareness; relationship skills and responsible decision-making. These competencies play a critical role in improving children’s academic and social success. The three goals of the SEL Standards are:
- Develop self-awareness and self-management skills to achieve school and life success
- Use social-awareness and interpersonal skills to establish and maintain positive relationships
- Demonstrate decision-making skills and responsible behaviors in personal, school and community contexts.
IVPA will administer funds for the SEL Professional Development Project under the terms of an Intergovernmental Agreement with ISBE. Eight agencies have been identified to receive intensive training on the SEL Standards and to serve as lead agencies in providing professional development activities to targeted school districts and other agencies in their region.
